THE PROVINCE OF LUCCA - The Province of Lucca is the state authority for the planning, the control and the administration of its territory, which extends over 177.281 hectares and has a population of 380.181 inhabitants.
The area includes 35 Communes and 4 Mountain Clusters.
The PIONEER Project concerns the General Direction, the Industry-Commerce and Crafts Services, the Environmental Service.
The Provincial Administration of Lucca has conducted a development policy combined with the protection and conservation of the environment for the last years. This policy has been used in several fields: tourism, instruction, transport and water management with the same principle for sustainable development “to cope with the present necessities without damaging the resources of the future generations”.
In 1998 the Province promoted a European project, the provincial branch for the energy and recycling; it joined the Charter of Aalborg in the same year and in 1999 it started the Project Agenda 21 and set up the Forum on the sustainable development.
In 1999 the Province published the First Report on the environmental condition and in 2000 started some of the actions of the plan Agenda 21 (a few actions are connected to the Emas regulations).
In 2001 the Province of Lucca was placed first in Tuscany to have used the regional funds for solar heating systems and it took part in the competition of the Department of Environment with its projects of photovoltaic panels for the production of electric energy for ten schools of the cluster.
In 2003 the Provincial Administration managed the project CERTE GESTA (Environmental Certification and Management for Lucca Agenda 21), a co-ordinate and continuative action, which involved Communes, business associations and companies for the improvement of the environmental services of some industrial fields and created a new tool for the environmental protection: the environmental certification.
In February 2004 the II Provincial Conference on the environmental condition took place and the II Report was published.
